Last May, the Vice Mayor of Madrid, Begoña Villacís, held a bilateral meeting videoconference with the mayor of Kyiv, Vitali Klitschko. Following this conversation and frequent contact between the two city councils over the years, the process culminated on June 29 with the signing of a twinning agreement between the two capitals by the mayors, José Luis Martínez-Almeida and Vitaly Klitschko.

The aim of this twinning is to undertake joint actions that will benefit both cities in different areas such as sustainability, infrastructure, culture, and tourism. Both mayors have stressed that this is a "historic" day since "it will allow Madrid and Kyiv to get to know each other", in the words of Almeida, and, given that the two capitals face common challenges, it will allow being able to share solutions.

To conclude the signing of the agreement, Mayor Klitchko stressed his gratitude for the friendship shown by the city of Madrid and its mayor, as well as the support Ukraine receives from the Spanish people when four months have passed after the Russian invasion. Likewise, Klitchko assured that Ukraine is defending "the democratic values of the European family" and Mayor Almeida, for his part, emphasized that "Madrid will always be by Kyiv's side, supporting Ukraine's accession to the European Union".
