Quality Certificates

On December 15, 2017, the certification committee decided to maintain certification number 1.1441.08, according to UNE-EN ISO 9001: 2015 and validate the environmental declaration M.1442.08, according to UNE-EN ISO 14001: 2015 and EMAS.

ISO 22320 Societal Security - Emergency Management - Requirements for Incident Response. 

On December 12, 2017, the Chamber of Madrid certifies the emergency management system and response to incidents of SAMUR - Civil Protection for its activities of provision of health services in emergency situations, rescue and risk prevention.

The implementation of an Emergency Management System, in accordance with the international standard ISO 22320, means that SAMUR Civil Protection has designed and implemented the optimal processes to execute the best intervention and minimize damage in case of emergency. This means that the service can correctly manage the emergency information and get the coordination and cooperation of all the agents involved in the response, this allows a more effective response and achieve the ultimate goal of saving lives.

Quality Management System. Certification ISO 9001

Total quality is an integrated strategy in daily management, monitored by more than 80 indicators of activity and outcome and 30 internal audits per year,  based on the Quality Management System according to the UNE-EN-ISO 9001, pillar of the Service since 1999.

In the last external recertification audit carried out on 16, 17, 18 and 20 October 2017, the following positive aspects were highlighted:

  • The new resources incorporated by the organization to monitor the system.
  • The control over the provision of their services, both assistance and training.


Enviromental Management System. ISO 14001 & EMAS

SAMUR-Civil Protection always has been concerned about the environmental impact of its activity was minimal. Since 2005, among its primary objectives was included the compatibility of the provision of their services with an environmental management system to measure, objectify and minimize unwanted environmental effects. This principle is one of the basis that inspired  the Environmental Policy of SAMUR-Civil Protection.

In July 2008, the Chamber of Commerce of Madrid certified and verified the implementation of the Environmental Management System according to the UNE-EN-ISO 14001:2004 and EMAS (European Eco Audit), ensuring compliance with all of environmental legislation. From this moment, the environmental management becomes part of all decisions made on the Service, gradually moving towards greater environmental protection and pollution prevention.


Madrid Excelente

In 2001, SAMUR-Civil Protection was the first public service assigned to a distinguished city council with the Madrid Excelente brand for its care management and commitment to society. This guarantee mark distinguishes the companies and institutions of the Community of Madrid that, in the development of their activity, stand out for innovation, evolution, improvement, commitment and results.

In July 2017 the Community of Madrid recognized the first 14 organizations that obtained the Madrid Excelente quality seal and they have been renewing it by overcoming the quality controls required by this brand.


EFQM Excellence Model

In its first evaluation, in 2009, SAMUR Protección Civil obtained the prestigious 500+ seal of excellence, the highest certification granted by the Club of Excellence on behalf of the European Foundation for Quality Management (EFQM), in recognition of quality, rigor and commitment in providing the service to the people of Madrid. Our service was the first organization in Spain that achieved it in its first assessment.

Subsequently, in 2012 and July 2014, the evaluators of the certification company SGS revalidated this level, recognizing the progress in continuous improvement, increasing its score to one of the highest in the country.
