Madrid City Council’s Artificial Intelligence Strategy
Madrid Capital Digital broadly encompasses the hyperconnectivity and hyper-automation of municipal and city services, with its impact extending to three strategic objectives: digital services by and for people, city intelligence, and a hub for digital innovation.
Furthermore, it establishes a strategic focus on strengthening evidence- and data-driven management, which supports and provides the data models required for training algorithms.
To achieve these objectives, the strategy itself draws on a package of 11 strategic technology roadmaps which set out the vision and main frameworks for action regarding each of the enabling technologies, notably: data, multicloud, cybersecurity, 5G, digital talent, digital and automated administration, and artificial intelligence.
The strategic roadmap for artificial intelligence in Madrid Capital Digital
We are now in the second version of this strategy, as, after almost three years, it has had to adapt to the new reality of the rapid emergence of generative AI and the European and national legal frameworks, which introduce significant differences compared to models on other continents and must guide the use and application of AI. Consequently, this update incorporates these elements, which guide and define the use of AI in Madrid.
This second strategic roadmap for artificial intelligence in Madrid Capital Digital draws inspiration from both the reference frameworks defined by the European Union and Spain, and from the strategies to promote artificial intelligence in other cities internationally (such as Amsterdam, New York and Singapore, amongst others), as well as from successful applications of artificial intelligence systems in the urban environment.
Madrid takes these frameworks as the main guidelines for its Roadmap, with the aim of adhering to the highest standards and ethical principles in the use of artificial intelligence, putting people at the centre.

Artificial Intelligence at Madrid City Council
At present, Madrid City Council does not have any Artificial Intelligence systems classified as high-risk in operation. The technological developments and tools implemented to date are geared towards support functions, analysis and process optimisation, and do not fall within the categories considered high-risk under the applicable regulations and regulatory frameworks.
Furthermore, none of the Artificial Intelligence systems currently in use are involved in fully automated decision-making processes. All relevant decisions that may have an impact on individuals, operations or corporate results are subject to supervision, validation and control by municipal staff, ensuring the involvement of competent personnel at critical stages of assessment and resolution.

Regulatory framework
The Digital Office has established the following competences related to Artificial Intelligence:
- To draft and propose for approval guidelines on artificial intelligence.
- To analyse, develop and implement artificial intelligence tools, as well as the mechanisms for their monitoring and evaluation.
- To compile, maintain and disseminate the Inventory of Artificial Intelligence Algorithms.
- To encourage and promote the ethical treatment and use of artificial intelligence.
- To foster collaboration with municipal departments, districts, agencies and companies, with technology providers and with the public for the development and implementation of artificial intelligence.
- To advise political and administrative bodies on projects incorporating artificial intelligence.
- Resolution of 29 June 2023 of the Governing Board of the City of Madrid on the organisation and powers of the General Coordination Office of the Mayor’s Office.
- The European Union’s Artificial Intelligence Regulation (Regulation - UE - 2024/1689 - EN - EUR-Lex).
